Never heard of this before it seems to be a wiiu emulator launcher, heres the release notes:

Zogolo's Launcher v1.6.0 is released. This is a Wii U Launcher.

Updated the UI with effects and transitions
Calculating play time for each game
Displaying game infos
Fixed games not appearing
Better WUD/WUX Support
Removed Background music
