I know they do but i'll just wait for this one to be released that is of course its released for the Dreamcast. Also cause im a newbie on this operating system for Dreamcast what does this thing actually do is it just a thing to make homebrew games for Dreamcast or does it do other nifty things.

Dreamshell is a custom Dreamcast Operating system.
This project was collecting dust on the shelf due to lack of interest (and a very limited user-base). That's why the decision was made to make a new kernel that is cross-platform. This way it can be compiled on various platforms.
Porting Dreamshell is really easy, since there's no low-level hardware kernel.

Current kernel support DC, PSP, and PC...
yada....yada..yada...

What's new in version 4?
practically everything, starting with new kernel

the console is now drop down, and the point of this OS is not to REQUIRE the console, but only have it as a tool for advanced users. While the rest of the OS remains GUI

Everything developed for DreamShell4 will run on all systems of that cross-platformed kernel, currently supported modules are lua and XML.

*yawn* a little too ambitious for practically imho
