you can download it directly from here (http://mc.pp.se/dc/files/makeip.tar.gz)

after you extracted it,just compile the c-file to get a make-ip.exe.
i copied it also in one of the bin-folders of my cross-compiler,so that i can use it everytime without changing the folder,while using the shell.
