help making games

is there any way to make games without cygwin on a windows computer because i cant download i dont have the time because i need to got to the library to get on the internet or at school so i dint have very long :confused:

as far as i know if you are using a computer at your school request in to your admin/technition i did and now i have a lot of programms helping me to program with.
(in c/c++ java,pascal and yabasic)

ok i have allegro i think thats what its called and that dev thing on the psp-news page how do i turn my program into a psp game (using c/c++ ithimk not 100% on that)
