The Supermate is only for French users I believe. For some reason, when selling to France you cannot pre-load the firmware onto the SCDS, and since there's no way to modify the firmware in software, you must use this hardware to do it.

Don't get the firmware confused with the OS that sits on your memory card. The firmware is built into the SCDS while the OS runs on top of that.
