Backwards compatibility on the Xbox 360 is limited and region locked. The only legal way it's playable on a Xbox 360 is by owning the game and a Japanese 360.

If you're talking about converting the game files and other game data for play on the Xbox 360, then you're really asking how to play pirated games.
