My friend has 2.71 and he saves all .swf files in common and opens his browser then types file:/psp/common/blah blah.swf and it works just fine for him.Oh he also bookmarks them so he doesnt have to manually type them in every time.
Hope that helps.

Did you activate Flash on your PSP? If so, then you probably have the address in the browser wrong. It should be file:/ and wherever the .swf file resides on your memory stick.

Can you save images with this? That way you could write messages and send them to other psp users, just an idea...

how to do it?

What you should type in the browser depends on where you put the file. I would recommend making a file in your mem stick's root, and name it "flash". Then, go to the browser and type in file:/flash/theflashgame'sname.swf
---
You might want to check what the file type is. If the file type is ".htm" you should change the part after the flash game's name. Also, after"file:/", you must enter the folder's name("flash" or whatever you choose) exactly as it is, or it won't display it. Follow those instructions exactly and it should work.
