This video shows cabinet members leaving their phones in a basket before entering a meeting with President Obama (http://gizmodo.com/tag/presidentobama/). While there's no explanation of why this very low-tech and low-security method is used, I sincerely doubt that anyone will try to steal a phone from the White House. The real thing to worry about is what happens if the sticky notes fall off.
