How can I read the readme files that show up as garble?

That s in a foreign language. You need the correct fonts installed to see the characters.

Its in a FOREIGN language so you need to install the other languages font (most likely to be Japanese).
Control Panel->Regional and Language Options->Languages->Supplemental Language support
You will also need to open the file in a application that supports Unicode fonts (eg Word).
