If you dont mean counterstrike : source then i think you can play CS with about 40-50 FPS same like my other eMachines

does it have agp or pci-e?
if so a 150-200 graphics card will allow you to play them pretty well if you don't go crazy with resolution or detail settings(safe bet is the radeon 9800 group or nvidia 7600 set o cards but there are better cards for under $200.
now something like black and white 2 or fear it might have trouble with

You could probably play Postal 2 (if you're crazy like me.)

if you throw in some ram and a decent video card you should be able to play doom 3 and hl2. I can play both of those games on my pc: sempron 1.6ghz, 512 mb ram, geforce 4400 128 mb. ( yeah I know my pc sucks but I am planning on upgrading to a dual core system soon)

hl2 is playable on my athlon 1.4 Ghz, 512 MiB RAM and Ati 9600.

Ya it will run stuff like HL1 and CS1.6 at about 50fps but HL2 and CS:S is out of the question until you buy a video card.

Lol i can play CS:S and HL2 with a 1.1 Ghz 256 Mb RAM, 128 Vid card, but im not using XP, im using 2000 advanced server
But yea you should be able to upgrade the RAM and the video card you should be able to play it just fine, thats what my brother did (768 RAM, 256 MB Vid card, 1.8 Ghz Athlon)

Morph's Suggestion:
If your CPU is socket 775 (if you are lucky), chuck it, and get a cheapo Intel Core 2 Duo. A bios update might be all you need.
Reformat with Windows XP Pro or Home, w/e works.
Run in high-performance mode
MAKE SURE TO INSTALL OFFICIAL VIDEO DRIVERS!!!1!!one!!!
DO all of those, and your machine will be perfectly acceptable, and might even run Oblivion (abiet on low settings)
