lol nothing to buy, just download. just extract it to yer memory card.

Depending on yer firmware, download the right one

So after i extract it to my PSP and run the 6.39 installer do i just go to my memory card and play the games i got on there? also will the firmware stay permanently?

After u install it, just press X. Since u have a psp 3000, it aint permanent, thats why its called a lcfw(light custom firmware) so every time u restart it, u have to go back into the cfw by launching the "Quick Recovery" app.

Game ISO/CSO go into the ISO folder @ root.

If there is the PROUPDATE and Fast Recovery folders, put them in the psp/game folder and run the update first.

Keep yer eye on this page fer any new update/fix

There is little difference in them but since I tried ME, Id say the Pro CFW is more stable. I haven't had any problems with ProCFW.

Just stay with ProB9. That reminds me, I need to update both of my psps 2000 and my friends' psp 3000.
