Ok so suppose someone makes a usb cable compatible with the Dreamcast (Since I heard some people are making cables for it). So if someone made one that we could plug into a iPod or a PSP or a memory stick would it work?

The usb cable for the Dreamcast is not a usb host it's a client. Also, we have the ability already to attach hard drives to the Dreamcast, 3 people have done it, nobody else wants to though because it's relatively difficult.

You have to make your own circuit board and attach it to the G2 bus (place where the modem connects). I can't find a link to the first site, which had just an ISA board, which later got remade to be both ISA and IDE.
