Is this Sourcecode released to Public? If yes, can someone Port this funny Game?

No, the source code is not out, so this isn''t possible. Neither is Carmageddon 1's source code.
But I agree that would be great fun. Just remember that when faster PSX emulators for the PSP are released, you can play the PSX version of it, if you've got it. It's not as fun, but it's fun enough.
