It stands for Homebrew Enabler C and is a program which is a sort of reverse devhook. It enables all homebrew on 2.71 psps which do not have a TA-082 motherboard

I thought it was for psps that had TA-082

It's for all 2.71 version PSP's, However for 2.71ers without TA-082 its easier to downgrade... Unless you are chicken.

However, the next version named HEN-D is now out, check www.dax.st
