What i need help with is how can i have a pictures and insert another picture to appear behind it and how do i make my images transparent

You need to put each image on a different layer. Make sure you have the layer palette visable (Window > Layers). Make new layers by clicking the icon that looks like a page being turned at the bottom of the palette.

With a layer selected play with the opacity slider at the top of the palette to make images transparent!
