At least, it's a Nintendo-owned developer creating the 3DS Capcom/Namco/Sega crossover SRPG. Monolith Soft, most recently known forXenoblade Chronicles (http://joystiq.com/game/xenoblade-chronicles), is developing the new game, Famitsu has revealed (viaAndriasang (http://andriasang.com/con11b/project_x_zone_monolith/)).

It makes sense given Monolith's history – it developed Namco X Capcom (http://www.joystiq.com/2012/02/29/when-genres-collide-why-devil-survivor-2-works-so-well-and-nam/), a similar crossover game for PS2. What doesn't make sense, at least at face value, is a Nintendo-owned (http://www.joystiq.com/2007/04/27/monolith-soft-now-part-of-nintendos-monolith/) company making a game about three other companies' characters.
