These companies get the GD-R's From Sega. And you can find GD-R's for the public on eBay, but as you said, it's rare.

sega is backing the game then. alight so to get this all right: naomi = arcade machine? what is the most advance game naomi offers in terms of grafx and concept? which of their games' are closest to today's releases? im just sick of atari rehashes but its not anti 2d sentiment here. i love MvC2
