Would it be possible to make a zip plugin/prx for OEB? Not necessarily to zip and unzip programs from the xmb but instead to read an eboot from within a zip file and execute it.

Unfortuneately, I don't think so... Although I believe it would be possible to make a self extracting eboot. Not easily though, and would require programming knowledge.
