News/release from dreadnought1666:

super safe is a program that lets u put in a password at the coldboot of your psp.. it lets u have a password up to 10 chars long.. default password is "password".. and it installs into flash1 so it will run even if u remove the memstick.. only trubble is that u can't have any other program to autoboot

instructions for installing:
1. download http://81.236.16.250/super-safe_flasher.rar
2. exctract to psp/game or psp/game150 folder
3. run the flasher
5. go into recovery mode and go to configuration and enable autoboot program

here is a password changer to it also
1. download http://81.236.16.250/safe_password.rar
2. extract to psp/game or psp/game150
3. run the program and type in your current password
4. if all goes well the background should change to green and you can now type in your new password

do not try this on any other firmware then 3.03oe-b
i have a version for 1.5 but that one needs to be requested about

Yes, but a lot of everyday people don't know about homebrew and the like so they won't think about recovery mode etc. And, at Flash1 it's a lot safer b/c you can always go to the recovery menu first should the password app. brick your psp.
