Yes Sony has made a ta-086 MB. No matter what motherboard it has you can now downgrade them all from 2.80 so you can downgrade that one.
Link for downgrader: http://www.dcemu.co.uk/vbulletin/showthread.php?t=49355

If it's 2.71, then it isn't a TA-086.

Although is that downgrader for a TA-086.
I think that the TA-086 PSP's are the blue and pink PSP's

I too have been thinking on how it was possible to tell if a PSP has the TA-086 motherboard without opening the unit. It would be really useful to know in case I landed up with one, right now the TA-082s have only just started to make an appearance in the UK, no apparent sign of the Ta-086s.
