Once you have an unpatched copy of GTA: LCS you need to download the downgrader (HERE) (http://psp-news.dcemu.co.uk/3-03v-downgrader-amp-hen-for-v3-03-released-newest-psp-firmware-downgradeable-51035.html), read the readme (downgrader_HOWTO.txt) included in the zip file and follow its instructions.
