I thought this was too obvious to not be found yet, but I did some searching on the internet and nothing came up.
I was hacking my decrypted game_plugin.prx file from 3.03 when I discovered a string of text that said: ms0:/PSP/APP/ONESEG/EBOOT.PBP. (I don't know how to convert strings to their offset position, so just search for it yourself.) Never has the PSP used anything in an APP folder. So I looked up this OneSeg thing, and it appears to be a mobile video broadcast system, which sounds a lot like LocationFree. Here is the Wikipedia article on "1seg":

PSP is not listed as one of the compatible devices (but strangely, the DS is). I guess more info will come with future system software updates.
P.S. There is also a web address near that string. I don't know what it's for, but it could easily be redirected.
