The slow rebuild follows a 'security intrusion' which affected a number of services.
The next few weeks should see the restoration of a number of downed Apple services which have been unavailable for some time.
The tools affected include subscription sign-ups and renewals as well as annual paid developer programs - all of which have been unavailable since 18th July.
In an email sent to developers, Apple said: "We plan to reinstate most of the remaining services this week - Xcode automatic configuration as well as access to license agreements, TSI's, program enrollments, and renewals and Member Centre."
The developer site was initially attacked in what Apple said was a security intrusion (http://www.mobile-ent.biz/news/read/hackers-infiltrate-apple-s-ios-developer-website/021938%20%20), by an unnamed individual or group who managed to gain access to some developer details. Apple has also said that no customer information was put at risk as it is securely encrypted.
Many key services began returning on 26th July, over a week of inactive downtime. The early revivers were iOS, Mac and Safari development tools as well as downloads for later updates for Apple's desktop and mobile software.
