A YouTube video of what appears to be a Super Mario 64 level editor was uploaded by user Starxxon (http://www.youtube.com/profile?user=Starxxon). It is in fact video footage of Toad's Tool Preview '07. The level editor is still in beta stages and it is not yet certain when it will be released.

All I can say is that it looks very promising! :)

I would think so, since it'll just be a modified ROM image (a ROM regardless) playing on the emulator. :)
