Does the PSP have the built in Capabilities to Transmit FM waves, if a homebrew was written to utilize it? Or to receive FM waves?

Yeah but all the transmitters are bulky ugly things. The only one I found that was super small has been discontinued.Doesnt Wifi use radio waves?if it does then why can't you send and receive radio waves?

It's just a totally different frequency range. Just as well you could try to emit light waves with your loud-speakers.

Wifi uses microwaves, which are the highest frequency radio waves, which range from .3 to 300 Ghz. FM radio signals, have a range of about 30–300 Mhz, which is a big difference. :D
