EA today made good on Burnout Dominator's HQ option by releasing a freely downloadable track for the PSP version of the game. Dubbed Carnival City, the track is downloadable by selecting Burnout HQ from the main menu and selecting the Download Tracks option. According to the official page for the release, it looks like non-WiFi users will be able to download it through their PC at some point, but at the time of press the link is disabled.

Carnival City fits nicely into the feel of Burnout Dominator's other tracks in that it's long, winding and very similar to what we saw in Burnout 2. The track is playable in the Record Breaker and multiplayer modes, but doesn't tie into the single-player career mode.
