i downloaded the browser and everytime i want connect it freezes in state 3

Could you be more specific please? It's vague for me to know what you want. Explain what you have downloaded and what are you doing that is making you freeze in the state 3?

i downloaded links2 standalone webbrowser for psp i installed everything (fw 3.40 OE so I put it in GAME340) when i start the browser it loads the network modules fine. it tries to connect to my network but the program freezes in connection state 3 of 4 and my psp shuts of after awhile

Well, first off, it should be in GAME150 if your game folder homebrew is set to 3.40. And I don't really recommend Links, it's just overall not as efficient as the built in browser.

when i put it in GAME150 it says unable to load network modules or something like that

Put it in GAME150 and GAME, it may load files from that folder. Anonymous Tipster is currently writing another browser, so just have patience.
