Start as a Blog first, if its your first website. Though i webmaster the DCEmu blogsite. For practice i work on my blog site. Setting up RSS feeds, getting use to digg for your news purposes, working on Site maintenance, and so on. Its good to get acquainted with all these elements. After this is done get affiliated with a Web language. HTML or PHP are good places to start. If you don't want to go in that rout, then get hosting for a forum similar to Vbullitin and such. Thats a easy way to build a community in a very short time and get your news noticed faster. Its also very easy to maintain information through forums and a main page with a organized index will help out on information your presenting relevant to the topic.
