How hard would it be to convert a flash game (acionscript) to psp homebre format (eboot php c++, c#). there are some really aweosme flash games that are highter then 1.5 mb that I think would work great on psp. That being said, if the actionscript source code and all files pertaiing to the game were given to a psp homebrew maker would it be a challenge to do?

It's not "convertion", it's porting, rather rewriting. Like you rewrite the whole game yourself. I did that once in Super Mario Power Coins as you can see in my signature.

There is no such thing as a code converter, if that's what you mean.
The files, including data, are stored in the entire .fla file, not just in actionscript.

Helicopter is a pretty fun game, you mean the one where you just press one button to make it go higher/lower?

I've actually thought about porting bloons, but I phail at rock paper scissors, so I doubt I could.
