You get the Opera browser from the Wii shop, if you went to the Wii shop channel 2 weeks ago you would've got Opera for FREE. But if you don't already have it it's 500 Wii Points, but if you downloaded it but deleted it sometime before you can still download it for FREE :)

I got the internet channel the day I got my Wii, I think that maybe if you goto the Wii Shop channel you might be able to get it for FREE still as you had a Wii before they started charging?

Virtual Console games are worth it, and for a GameCube homebrew browser I don't think there is - unless you mean a disc with loads've homebrew to browse and use direct from one disc (which there possibly is)
