Waluigi has been confirmed as an Assist Trophy in Smash Bros. 4 (http://www.computerandvideogames.com/nintendo-wii-u/beat-em-up/12297/smash-bros-4/).
Luigi's rival was also an Assist Trophy in the previous game, Super Smash Bros Brawl, making this his second appearance in the series.

"Once again, Waluigi's Assist Trophy joins the collection, which also means he's not a playable character," he stated. "Just because you try hard doesn't mean you'll make it into the battle."
Assist Trophies are secondary characters who are summoned at random when a player activates an Assist Trophy item.
Brawl featured a total of 27 Assist Trophies, including Waluigi. Punch-Out!! star Little Mac was also an Assist Trophy in Brawl, but he's been promoted to playable character status (http://www.computerandvideogames.com/449579/trailer-little-mac-confirmed-for-smash-bros-4/) in the upcoming fourth game.
A number of other new characters will also be making their playable Smash Bros. debuts.
