Okay
I have Software 3.71 M33
what do I have to do to have Homebrew and Emulators on the PSP?

Simpler then you could possibly imagine :p

1)Just download the homebrew or emulator of choice.
2)Get the folder that the EBOOT.PBP file resides in.
3)Take that folder and put it in the GAME folder.

Voila!

note: If it has a 2 files, one with a "%" at the end (example: NES__ and NES__%)place both those files in the GAME folder. They may not work if you have a slim.

how does i play them?

If you have version 3.71 M33, then no, you don't need to downgrade. Its a homebrew enabled version.

Kinda depends on the ROM type. What kinda are they? Most can just be booted from the emulator. After you get the emulator onto your PSP...

1)Get the ROM of choice and put it in the same folder of the emulator (Or a ROMs folder if there is one)
2)Boot up the emulator from the PSP.
3)Choose the ROM and play.
