A Sony rep has said that the platform holder is 'considering' bringing pre-loading functionality to PS4 following reports last week of the feature supposedly coming in April.
A series of posts on the official Twitter account of Infamous Second Son developer Sucker Punch Productions claimed last week that a pre-loading feature will be enabled on PS4 in North America in April (http://www.computerandvideogames.com/454853/sony-to-introduce-ps4-game-pre-loading-in-april-says-infamous-studio/). Sony itself is yet to confirm such plans.

"We know that it is the feature you've been asking for and we are considering it accordingly," said the rep.
"We do not have specific details to announce at this point in time, but stay tuned for upcoming announcements about system updates and added features."
Pre-loading, a feature previously employed on PS3 and used prominently on Steam for PC, allows users to digitally purchase and pre-download a game via the PlayStation Store ahead of its official launch. The pre-downloaded files remain unplayable until midnight on launch day, at which point the content is instantly unlocked, allowing players quicker access to anticipated titles.
A PS4 system update (http://www.computerandvideogames.com/454724/new-ps4-update-will-improve-sharing-and-streaming-options-remove-hdcp/) due for release "in the coming weeks" will add a number of features aimed at users who want to share gameplay footage online including a "rich video editor" and a new option enabling the exporting of saved clips and screenshots to USB drives.
Additionally, the PS4 firmware update will include a 'HDCP off' option, allowing players to deactivate capture protection and stream gameplay footage through HDMI using a capture card.
The option to dim the DualShock 4 light bar is also promised.
