Does anyone here know anything about this Project? Like is this person releasing a Sonic Map Editor?

That's Retro Sonic, it's a full game but also an engine to create your own Sonic games. It's definitely one of the most interesting Dreamcast projects of the past two years:

No, it's all WIP. There's no final release yet. The Dreamcast version in example is labeled as "proof of concept" by the author himself, but it surely is impressive nontheless.
