What's the point of a GBC emulator on GBA when it's backward compatible?

Because the DS and GBA Micro aren't backward compatable with GB and GBC games.

Interestingly enough, the Micro is partly why this release was made. Users reported Goomba Color crashing into the GBC BIOS (even though the GBM doesn't have GBC support), which is why Multiboot support has been removed. It's sparked some interesting discussion on PocketHeaven as to whether we can trick the GBM into running GBC cartridges or not. We've got a multiboot program that can crash it into the GBC BIOS on command, but we don't know if it will work when a modified GBC cartridge is inserted.

It's an emulator for the GBA, so no it won't. If you have a slot-2 device you can use that.
