I have a bunch of CBR's and would like to know if there is and which one is the best. Thanks!

Comic Book DS would be your best bet, yes. Since the official homesite no longer hosts CBDS, here are some mirrors:

If you get an error, try renaming the file to *.cbz and trying again. *.cbr are renamed RAR files while *.cbz files are renamed ZIP files, but if a ZIP file is misnamed as a .cbr file the PicToDS program won't know what to do with it.
Alternatively, you could just extract the images and view them with Moonshell, though personally I prefer CBDS for serious image viewing.
