cIOS error -2011

I tried to follow this guide:

I get almost to the end of installing the cIOS, everything is the correct version. Then when it attemps to install, I get:

Installing ticket... ERROR! (ret = -2011)

What could be the problem? The firmware on there already is 3.0U.. Should I downgrade to another version first?
