Homebrew using DK Bongos

I want to make a homebrew GC game, but I'm so confused as to what to do now. So I've downloaded devkitpro and Dolphin. Apparently, I need to get a whole bunch of SD items if I am going to be serious on this project. I know some C, and was told that C can be used in GC programming. I do have experience programming with Atari 2600 (bBasic) and Nintendo's Virtual Boy (C). But I guess what the whole point of this post is to ask: Is it possible to make a homebrew that uses the DK Bongos? (Yes, I have a pair.)
