Neo CD/SDL DC status update

[br][br]code optimizing Cpu settings and compiler optimizing [br][br]also this:[br][br]Coming along Still the problem if i remove the bios patch Auto saving and loading break and kof99 and lots of games will not load so You might have to put up with messed kof99 loading screens if i can find out why this does this
