Porting "Yabause" for the Wii goes beta 12, the port console emulator 32 bits "Sega Saturn.

* use of optimization compile option ( a little fast )
* use inline functions in more assemblies Used in RBG0 RBG1 and ( a little fast but not Accurate )
* Some minor and fixed exchange
