help with user agreements...

ok so I want to get some VC games and I just bought a wii on friday. well tonite, i tried to go to the shop channel and imput my point codes and it says to accept user agreements. well when it goes to the user agreements page it says "you must review the user agreements before you can access the shop channel and the wii connect 24" or something like that and itt has an icon that says next. well i can't even get the cursor to move on it, infact it doesn't appear at all. same thing happens when i try to exit a game to the home. i press the home button on the wii remote and it has two icons that come up. one says wii home and the other i think says cancel. same thing, i cant get the cursor to come up on it however the cursor works fine when you're about to access a channel when you turn on the system. i really need to know what's going on with it. i need to agree to the user agreements to buy the VC games but it wont even let me bring up the cursor just to click next. help???
