Is every DS hackable?

Well you don't really "hack" them, unless you flash.

As long as you have the proper passme device, yes.

Passcard works on all DS's, Passme 2 works on all as well but it's more of a hassle, and Passme1 works on all first and second launch (or somewhere around there) DS's.
