Semi bricked, flash format didn't work?

Ok I' not sure how i bricked it but it seems like my psp phat is semi bricked. It won't start up when the battery is in but it does when the battery is out and the power cord is plugged in. The display also shakes up and down constantly. I tried formatting the flash through the recovery menu but it didn't change anything. I also tried running the recovery program through the recovery menu but it takes me to the psp menu screen and said application failed. If someone can help that would be great. Thanks
