I made a short film using windows movie maker and it plays fine on my pc, but when i convert it using psp video9 the sound is horribly out of sync with the video.

I'm having the same problem converting rm to pmp avc using XVID4PSP.
Try encoding at a different framerate. Didn't work for me, but I read somewhere that it can work in certain cases. If that doesn't work for ya I'll let you know if I have any luck.
yeah i would guess you would have to re-encode with a lower bit rate, i did that all the time with DCDivx.
i have no idea what the media player in the psp is like or what it can handle but i would guess 500kbit/s..
