Best bet is to download Devhook.

You need a 2.71 firmware dump to use it-- I can't help you get that, though.
You can use Links2. It faster then the PSP Web browser :D You can download it here
never thought about it before but a web browser on a 1.5 would be good but it is easier to use dev hook than get someone to make an entirely new program
Just use Dev Hook because it also lets you do so much.
