I doubt it, I did not see anything about a license or Netscape on the About screen of the PSP =/

It's called NetFront.
Also the HTTP_USER_AGENT from the browser is sent as Mozilla/4.0 (PSP (PlayStation Portable); 2.00) so perhaps the Mozilla 4.0 bit causes websites to call it Netscape.
