A buddy of mine wants to get a PSP and wants to make sure it's one he can use custom firmware etc... on. We live in the US and he is looking at his one currently

Does it matter that it's listed as the Japanese model?

From the webpage, this is downgradeable.
No it doesn't matter what country the PSP comes from, it will play all games. Not to mention, if you downgrade to 1.5 and then upgrade to 3.03OE-A, then I think any region encoding that might have been present will be overwritten.
But I still believe that UMD games are region free.
