What does this app do?
its not an app, its the sourcecode/lib to add wifi support to a homebrew app/game.
Also DSwifi 0.3d is now out.

and is there a new Wifi Lib Test about somewhere, the one on the site in my post is v0.3a?

This is for developers so that they can make apps that do things like chat online. You don't need to concern yourself with it.
