how do i just upgrade to 3.03 OE from 3.03?

can i use the 3.03 downgrader to upgrade to 3.03 OE? if so how? and what are success rates with this downgrader? sorry for posting the same thread in two different places, but it seems like people come to the off topic forum more than they do the psp help forum.

No you cant, only way is to get to 3.03oe is to go from 1.5. So you Have to downgrade first.
