3.03 Custom Firmware Help

Long time lurker here, and I wanted to get back into homebrew. It seems like the biggest thing in PSP homebrew/emulation now is PSP 3.03 OE firmware (whatever it's called. :/). I just need some tips to get started.

Here are my main stats:

3.03 PSP with Liberty City Stories, etc.
32MB memory stick

How do I get the latest version of this firmware onto my PSP? I have no version of this custom firmware whatsoever.

Need? Can I at least manage with the 32MB?
